To support the implementation of selected reforms under Jordan’s new National Agriculture Strategy to increase the agriculture and food sector’s contributions to a more inclusive and sustainable growth path as the country copes with and recovers from the current crisis. The Government considers agriculture to be a strategic sector to sustain growth and job creation and is looking for support with key reforms to increase the efficiency of public spending in the constrained fiscal environment brought by the ongoing crisis. key areas of focus will be on
- maximizing the impact of subsidies related to water efficiency in export crops.
- enabling increased private investment in innovation and technology.
- expanding the contribution of agri-business to growth and job creation.
The challenges of climate change, youth employment and gender equity will be prioritized in all the outputs. The reform options will be discussed with all the GOJ stakeholders including the ministries responsible for planning, finance, agriculture and trade. Any recommended agricultural reforms and investment policies will be screened for their impact on the water use and will aim to keep levels of water use at or lower than current levels.

The central objective of this technical assistance is to assess, design, and propose a comprehensive implementation plan for a technically robust National Traceability System for Agri-food Products. The system should enhance food safety, fulfil the minimum requirements for exports, and be capable of integrating advanced quality certification systems (for example, to be integrated into blockchain and tokenization for traceability, carbon accounting, and financing). The model of traceability to be implemented will be a "one step forward, one step backward" approach, which aligns with international best practices for ensuring food safety and traceability. This support falls under Reform Pillar 11: Agriculture.

This support aims to provide a technical assistance to the Ministry of Public Works and Housing (MoPWH) for the management of road network in Jordan, which spans approximately 10 kilometres. The support includes a comprehensive review and assessment of MoPWH’s road data inventory, as well as the evaluation of the institutional and IT technology infrastructure and systems, all with the goal of establishing a Road Asset Management System (RAMS) within MoPWH.
The activities under this support encompass road inventory and road condition data collection. Additionally, it involves assisting MoPWH in the installation and handover of the RAMS, along with providing institutional and technical capacity building and training for the MoPWH Road and RAMS unit.
This support falls under reform area 8.4: Private Sector Participation.

To support Jordan’s plans to implement reforms and policies in the road sector, prioritize road maintenance investments and the delivery of climate-responsive road investments under Performance Based Road Maintenance Contract (PBRMC). The Technical Assistance (TA) will strengthen the road transport institutions for open and transparent governance and operationalize the institutional infrastructure of the MoPWH for a climate-resilient economy. The TA will also support Jordan’s Transport strategy by improving the quality and safety of road transport, improve access and climate responsive recovery, the implementation of the 5-Year Reform Matrix RM (2018-2024) and the Green Growth -National Action Plan GG-NAP 2021-25, all of which include action plans for Transport. PBRMC will Leverage private sector engagement in green transport and clean technology solutions, as the new business opportunities offered under PBRMC can create jobs for men and women across skill-levels. PBRMC off er enormous opportunities for greening solutions for pollution control, such as planting roadside trees, soil erosion and flood controls, thereby enhancing the road network for climate and natural disasters response. Finally, the TA will ensure that planning for P BRMC investments provides a platform for citizen engagement through public consultation and government’s responsiveness, utilization of ICT and the expansion of Fiber Optic network in Jordan to enhance access to jobs, education and health services in rural and sub -urban areas, especially for women.
