MDTF Funded / Supported Programs

As a result of the generous contribution from the governments of the United Kingdom, Netherlands, Germany, Canada and Norway the MDTF is able to generate client driven proposal development which focus on the Government of Jordan’s (GoJ) priority areas of the Reform Matrix to support the inclusive, sustainable economic growth and jobs creation.

Proposals ensure identification of both GoJ accountable counterpart and responsible counterparts to support implementation and sustainment of reform work. In addition, at the time of writing proposals, task team leaders who develop proposals also consider recipient requirements to support implementation and sustainment of the reform work after advisory and analytic services are provided and ensure these requirements are considered at the time of proposal development. In this way the Jordan Growth MDTF considers the life cycle requirements in the reform process to ensure longevity of the work well beyond initial engagement from the donors and bank.

This project aims to support the Government of Jordan (GoJ) in developing and operationalizing its Public Investment Management – Public Private Partnership (PIM-PPP) framework delivering on the key implementation actions, prior actions and results targets set out in the second Development Policy Loan (DPL II).

Provided support to the Public Investment Management (PIM) unit at the Ministry of Planning and International Cooperation (MoPIC) in developing the National Registry of Investment Projects (NRIP) system to provide comprehensive data for all government investment projects, as well as preserve, archive, and organize documents, studies, and reports for these projects. The registry also determines priorities and monitor performance indicators during various stages of the project with the overall goal of improving the quality of outputs and achieving developmental goals in line with outlined financial costs and approved timelines to better manage and control public expenditure. This support fells under reform area 2.4 PIM – PPP - FCCL Governance Framework.

Provided support in amending the PPP Laws No 17 of 2020 and No 19 of 2023. Currently, the support is focused on drafting the PIM-PPP bylaw. This support falls under Reform Area 2.4 PIM – PPP - FCCL Governance Framework.

Conducted a 10-day training program on Project Financing Modelling and Analysis for staff members from FCCL unit, Debt, Treasury, Revenues Directorates and Macroeconomic Fiscal Unit. The training aimed to achieve the following:
1- Gain an understanding of project finance and public-private partnership project structures;
2- How to construct a project finance model from scratch in Excel based on the PPP project as a case study;
3- What is project finance, how infrastructure project financing is arranged and who are the players in project finance;
4- How to do financial modelling of real-life project finance transactions;
5- How to prepare trusted project finance models tailored to the private sector (investors) and lenders; and
6- Master the basic skills of sensitivity, value for money, risk allocation analysis for PPP project.
Additionally, another capacity-building training on Excel VBA provided to the FCCL unit.
This support fell under reform area 2.4: PIM – PPP - FCCL Governance Framework.

To improve access, quality and continuity of business and infrastructure services by generating data and evidence to enhance service delivery and policymaking. More particularly, it aims to support the Government of Jordan (GoJ) in capturing the service performance of about 2,300 public services, in order to improve the business and infrastructure of services as well as better respond to social and business demands. This will be achieved by

  1. Supporting the GoJ in developing and managing an effective National Register of Government Services (NRGS).
  2. Developing policy tools to monitor service performance standards based on user’s feedback.
  3.  Enhancing digital capability across the government to better manage the digital estate.
  4. Technical assistance in drafting service cards, guides and relevant policy documents in support of the Jordan Inclusive, Transparent and Climate Responsive Investments Program for Results (P175662).

To support increasing the quality and access to data and statistics produced by the Jordan Department of Statistics which contributes to the program development objective.

Supported the Department of Statistics (DoS) in buying a software (STATA MP2 17) to facilitate its daily work. STATA is an integrated software package that provides all data science needs—data manipulation, visualization, statistics, and automated reporting. This support fells under the Reform Area 2.2 Access to Information.

To support the adoption of a new unifying institutional reform framework for competition and regulation, to deliver capacity building on competition enforcement and advocacy aimed at establishing new entities: Market and Competition Authorities (MCA): Market Authority, Utility Authority, and Transportation Authority; to deliver capacity building for judges and public prosecutors; to perform  competition assessments  to improve on selected sectoral regulations affecting market competition, including the access to markets and public tenders to foster SMEs and indirectly gender participation.
