The Reform Secretariat at the Ministry of Planning and International Cooperation, in partnership with the World Bank and in coordination with the Ministry of Transport, the Land Transport Regulatory Commission (LTRC), and Naour Municipality, conducted a field visit to two pilot bus stops located in Naour and Um Albasateen. The visit aimed to assess the current conditions of infrastructure, safety, and accessibility at the two stations, as part of the implementation of the National Framework and Action Plan for Enhancing Women’s Safety and Security in Public Transport, developed under the “Enhancing Women’s Economic Opportunities (EWEO) program”. The on-site evaluation sought to identify key gaps and engage in discussions on priorities for improving public transport in a way that is safe, inclusive, and responsive to the needs of women, the elderly, and persons with disabilities.
During the visit, several field-level challenges were identified and discussed, including inadequate lighting, the lack of pedestrian pathways, and the absence of basic amenities such as benches and shelters. The discussions also highlighted concerns around harassment and the general sense of insecurity experienced by women while using public transportation.
The National Framework outlines clear strategies to enhance safety and accessibility and aims to support the development of a more inclusive, safer, and climate-resilient public transport system that serves all members of society. It also provides guidance and practical tools for urban planners, government institutions, and civil society organizations, in alignment with Jordan’s National Transport Strategy (2024–2028) and the priorities of the Economic Modernization Vision.
