As part of ongoing efforts to strengthen regulatory governance in Jordan, the Reform Secretariat at the Ministry of Planning and International Cooperation, in collaboration with SIGMA/OECD and the inter-ministerial Task Force, organized a stakeholder consultation workshop on 2 July 2025 to advance the development of the draft Instructions for implementing the recently adopted Bylaw on Good Regulation and Impact Assessment for Legislation and Policies. The workshop provided a platform for meaningful dialogue with key stakeholders to ensure that the Instructions are practical, inclusive, and aligned with international good practices.
The workshop brought together representatives from various government entities, legal departments and independent institutions to review the draft Instructions and provide feedback on practical approaches for implementation. The event forms part of the broader consultative process aimed at ensuring the bylaw’s principles—transparency, inclusiveness, and evidence-based policy development—are embedded across all stages of the regulatory process.
The 2 July session builds on a high-level technical workshop held on 13 May 2025, organized by SIGMA in Amman. That session focused on enhancing the Task Force’s understanding of core regulatory principles and tools and provided practical guidance for drafting the Instructions.
The role of SIGMA/OECD in this process is advisory, working closely with the Government of Jordan, the EU Delegation, and international partners to support the institutionalization of good regulatory practices, including ex ante regulatory impact assessments and public consultation.
These efforts are aligned with Jordan’s national reform priorities and contribute to building a more effective, transparent, and inclusive policymaking system in line with the Economic Modernization Vision and the broader public sector reform agenda.
