Minister of State for Public Sector Development, Badria Balbisi, on Tuesday announced the launch of the Legislation and Policy Impact Assessment Bylaw, a framework designed to enhance the quality of legislation and public policies and ensure their effective implementation.
Approved in February and effective since September 2, the bylaw introduces three types of evaluations: pre-evaluation to assess expected impacts before adoption, post-evaluation to measure outcomes after implementation, and baseline evaluation to analyze economic, social, and environmental dimensions. The system institutionalizes evidence-based decision-making and strengthens legislative stability.
The launch event was organized by the Impact Assessment Unit at the Prime Ministry, in cooperation with the Ministry of Planning and International Cooperation and the German Agency for International Cooperation (GIZ).
Balbisi described the bylaw as “a practical step toward improving the quality, consistency, and impact of legislation and public policies. It is not merely about producing laws and policies, but about ensuring they deliver measurable outcomes for citizens, stimulate the economy, and strengthen trust in institutions.”
She stressed that the reform aligns with Jordan’s vision of modernizing public administration, enhancing transparency and accountability, and promoting a culture of “evaluation before decision.”
Minister of Planning and International Cooperation, Zeina Toukan, highlighted that the Ministry supported the Ministry of Digital Economy and Entrepreneurship in establishing the electronic ‘Tawasal’ platform, enabling stakeholders, including the private sector and civil society, to review draft legislations, provide feedback, and participate in decision-making. She noted that the system will be periodically reviewed and updated to remain responsive to emerging challenges.
Chargé d’Affaires of the German Embassy, Guido Kimmerling, commended Jordan’s leadership and political will in advancing reform, stressing the importance of turning policy commitments into practice and aligning efforts with the Economic Modernization Vision.
