First Meeting Held to Draft Instructions for the Good Regulatory Practices and Impact Assessment Bylaw

The Reform Secretariat at the Ministry of Planning and International Cooperation held the first meeting of the government working group responsible for drafting the instructions for the Good Regulatory Practices and Impact Assessment Bylaw, in collaboration with the Regulatory Impact Assessment Unit at the Prime Ministry, and with the participation of relevant entities, including the Legislation and Opinion Bureau, the Ministry of Environment, the Ministry of Social Development, the Ministry of Digital Economy and Entrepreneurship, and the Ministry of Finance. This effort is based on Article (5) of the bylaw approved by the Cabinet earlier this year.

This step marks a significant advance toward institutionalizing evidence-based policymaking in the legislative drafting process in Jordan and enhancing legislative stability, as the bylaw stipulates that once it enters into force, any draft law must be accompanied by a prior impact assessment that outlines the justifications for the legislation and its expected impacts.

It is worth noting that one of the key components of the bylaw and the forthcoming instructions is the requirement to conduct consultations with relevant stakeholders and affected groups and to incorporate their inputs into the impact assessment report submitted with the draft legislation. The bylaw also mandates conducting post-implementation impact evaluations within specified timeframes to measure the extent to which the legislation has achieved its objectives and to identify any issues that may require regulatory adjustments or follow-up.

The working group is expected to complete its tasks in the near future, in preparation for submitting the results and recommendations to the Cabinet for approval and subsequent implementation across all government institutions. This initiative is part of a broader series of administrative and legislative reforms implemented by the government to improve the business environment, enhance economic competitiveness, and ensure active stakeholder engagement in the decision-making process in line with national priorities.
