In addition to procurement, this pillar focuses on the full implementation of the comprehensive Public Investment Management - Public Private Partnership (PIM-PPP) governance framework to maximise the value that Jordanian people can gain from large scale publicly funded investment.
Public procurement is an essential element of governance reforms. A well-functioning and transparent public procurement system can catalyse economic growth by stimulating the private sector and creating business opportunities for more people.
Furthermore, it concentrates on the government efforts to develop and implement a system of good regulatory practices to increase the predictability of the business environment and adopt an evidence-based and predictable rulemaking through conducting impact assessments (ex-ante and ex post) for selected legislative instruments.
Finally, the pillar addresses one of the most important mechanisms for improving public sector efficiency which is the digital transformation of government services and measuring its performance.
