The Reform Secretariat at the Ministry of Planning and International Cooperation (MoPIC), in collaboration with the World Bank through technical assistance provided under the Jordan Growth MDTF, concluded a two-day capacity-building workshop on the Executive Rules for Sectoral Licensing, held on 21–22 July 2026. The workshop brought together representatives from key regulatory authorities to strengthen institutional capacity for implementing Jordan's approved sectoral licensing reform framework.

The workshop supported the implementation of the Executive Action Plan for Reforming the Sectoral Licensing System and the National Framework for Sectoral Licensing (Executive Rules), approved by the Council of Ministers as the mandatory national reference for reviewing, simplifying, and modernizing sectoral licensing systems across government. Through the workshop, participating institutions strengthened their understanding of the Executive Rules and their practical application, marking an important step towards operationalizing the reform across regulatory authorities.

Representatives from the Ministry of Transport/Land Transport Regulatory Commission, Ministry of Government Communication/Media Commission, Ministry of Interior, Ministry of Agriculture, the Telecommunications Regulatory Commission (TRC), and the Jordan Olympic Committee participated in the workshop. Over the two days, participants engaged in technical sessions and practical group exercises covering the core components of the Executive Rules, including necessity testing, risk-based regulation, licensing requirements, institutional integration, procedural efficiency, licence renewal, fees and charges, and the principles of transparency, predictability, and fairness.

The workshop built on earlier government efforts to introduce the National Framework for Sectoral Licensing to senior government officials. In June 2026, the Prime Ministry, through the Public Sector Modernization Program Management and Implementation Unit, in collaboration with the Ministry of Planning and International Cooperation and the Reform Secretariat, held a high-level orientation workshop to familiarize government institutions with the National Framework and support its implementation as part of the Economic Modernization Vision and the Public Sector Modernization Roadmap.

By strengthening the capacity of participating regulatory authorities to apply the Executive Rules consistently, the workshop contributes to harmonizing licensing practices across government, reducing unnecessary administrative and regulatory burdens, strengthening regulatory governance and transparency, and improving the efficiency and predictability of licensing procedures for businesses and investors.

The workshop forms part of the Government of Jordan's broader regulatory reform agenda, which seeks to improve the business environment, strengthen public sector performance, and enhance Jordan's competitiveness in line with the Economic Modernization Vision and the Public Sector Modernization Roadmap.
