82% Completion Rate Achieved in Economic Reform Matrix

Jordan has made significant progress in delivering its economic reform commitments, completing 82 percent of the measures set out in the 2018–2024 Reform Matrix, which was launched at the London Initiative Conference.

Figures from the Reform Secretariat at the Ministry of Planning and International Cooperation show that 330 of the Matrix’s 403 reform actions were completed, while 73 remained under implementation as of the reporting date.

Since its inception, the Reform Matrix has evolved in both scope and structure. Initially organized around nine pillars, it was subsequently expanded to 12, reflecting a broader and more integrated approach to reform. The number of reform areas also increased from 37 to 44, demonstrating the Government’s efforts to respond to emerging priorities and deepen structural reforms.

The Matrix was also aligned with the Economic Modernization Vision, including 30 related initiatives. This alignment helped ensure that reform efforts were strategically linked to Jordan’s long-term growth and development objectives.

Developed by the Government of Jordan with technical support from the World Bank and international development partners, the Reform Matrix was formally launched at the London Initiative Conference, “Jordan: Growth and Opportunity,” in February 2019. It has since served as a roadmap for strengthening macroeconomic stability, modernizing legislation, improving the business environment, and promoting investment and exports.

Completion rates varied across the Matrix’s 12 pillars. Agriculture recorded the highest rate, reaching 100 percent across five reform areas and 23 actions. It was followed by Water, with a completion rate of 91 percent across two areas and 23 actions.

Fiscal Policy achieved a completion rate of 90 percent across three reform areas, while Public Sector Efficiency and Governance reached 89 percent across six areas and 46 actions.

The Business-Enabling Environment and Labour Market and Skills Development pillars each recorded an 86 percent completion rate. The former covered three reform areas and 29 actions, while the latter encompassed four areas and 44 actions.

Social Safety Nets achieved an 82 per cent completion rate across one reform area and 28 actions, followed by Energy at 81 per cent across four areas and 36 actions.

Investment and Trade Promotion recorded a completion rate of 78 percent across six reform areas and 65 actions. Tourism reached 73 percent across three areas and 22 actions, while Transport recorded 71 percent across four areas and 28 actions.

Access to Finance and Capital Markets registered the lowest completion rate, at 63 percent across three reform areas.

Throughout its implementation period, the Reform Matrix was reviewed annually to ensure that it remained responsive to changing economic conditions and development priorities. The review process involved consultations with government institutions, private-sector representatives, development partners, and technical experts, helping maintain implementation momentum and alignment with Jordan’s broader economic strategy.
